The development of international relations is one of the strategic priorities of the Toulouse Capitole University. The university has opted for a thematic and qualitative approach rather than a purely geographical or quantitative one, with a view to building strong and lasting partnerships in line with its academic identity in law, economics, management and political science.

A thematic and qualitative approach

The university has made a deliberate choice to structure its international strategy around its academic disciplines and projects rather than around geographical regions. This thematic approach ensures the academic coherence of each partnership and enhances its impact.

Whilst the strategy is not geographically compartmentalised, certain regions are identified as priorities:
  • the Western Balkans, in the context of closer ties with the European Union;
  • French-speaking Africa, a long-standing and natural partner of UT Capitole;
  • India, whose dynamic academic sector opens up significant opportunities for cooperation.
The priority is therefore to increase the number of high-quality partners, in both education and research, and to deepen existing links rather than expand the network indiscriminately.

A qualitative approach

 
The university prioritises quality over quantity when developing its partnerships. The aim is to build closer international relationships – going beyond traditional student mobility – with institutions that offer an equivalent standard of teaching and research, and which are willing to engage in in-depth cooperation.
 

The European Alliance ENGAGE.EU

 
A member of the European alliance ENGAGE.EU since 2020, UT Capitole is committed to strengthening the ties it has forged with its nine European partners. This alliance provides a framework for the development of joint training programmes, the pooling of teaching resources and long-term intra-European mobility.

THE FOUR STRATEGIC PRIORITIES

UT Capitole intends to develop double-degree partnerships with leading foreign universities. These programmes enable students to obtain two national degrees simultaneously in two different countries. They provide students with a dual legal, economic or managerial perspective, and enhance the university’s international appeal.

The university has set itself the objective of increasing its participation in European and international calls for proposals (Horizon Europe, Erasmus+, bilateral cooperation programmes, etc.). The aim is both to consolidate the resources dedicated to international cooperation and to enhance UT Capitole’s scientific visibility on a global scale.

For students who are unable to study abroad, the university intends to step up its internationalisation initiatives on campus: hosting foreign lecturers, courses taught in foreign languages, COIL (Collaborative Online International Learning) initiatives, BIP (Blended Intensive Programmes), international summer schools and the Capitole Buddy Programme. International experience should not be reserved solely for students who study abroad.

UT Capitole reaffirms its commitment to the French-speaking world through the development of training and research partnerships with French-speaking universities, its policy of waiving differential fees for international students holding a French-speaking qualification, and its active participation in the networks of the Agence Universitaire de la Francophonie (AUF).

Erasmus+ values and commitment

UT Capitole’s international strategy is underpinned by a set of values shared with its partners: respect for human dignity and fundamental rights; a commitment to democracy and the rule of law; the promotion of inclusion and equity in access to mobility; a commitment to sustainable development; the defence of academic freedom; and the celebration of cultural diversity.
 
As the framework document for the international strategy, the Erasmus+ Charter 2021–2027 provides a structure for exchange partnerships and embodies the values to which UT Capitole adheres. The university is committed to fully respecting its principles: transparency in the management of mobility programmes, high-quality reception and support, recognition of qualifications obtained abroad, inclusion of students with specific needs, and reciprocity in exchanges.
 
Participation in the Erasmus+ programme — which accounts for over 70 % of outgoing mobility — as well as membership of the ENGAGE.EU Alliance, demonstrate this deep commitment to European integration and European academic citizenship.
