The omnipotence of the presidential institution under the Fifth French Republic undoubtedly influences fundamental rights. The conference to be held in Toulouse next February 23rd and 24th intends to discuss the legal levers available to the French President in order to extend or to limit fundamental liberties. It will also offer an overview of the situation in this respect during the successive presidential mandates.
Leading figures such as Robert Badinter, former French Minister of Justice or Claude Guéant, Former General Secretary of the Elysée and Minister of Home Affairs will share their views on this topic. A large panel of Constitutional Law experts will discuss how some “sensitive” liberties are impacted by the Presidency.
The conference is co-organized by Maurice Hauriou Institute, Toulouse 1 Capitole University and Maurice Hauriou Centre, Paris V Descartes University with the joint support of the French Academy of moral and political sciences and the French Association of Constitutional Law.
