As of May 11, administrative activity gradually resumed on the university's campuses. Access is limited to some of the institution's staff.
 
The premises are not open to students or the public.

What do we do in training courses where neither the written nor the great oral tradition could be organized (M2 in law for example)?

The components presented the guidelines for the organization of distance examinations at the CFVU on 30 April.
In the framework of the Order of 27 March 2020 (No. 2020-351), the CFVU delegated to the President of the University the authority to adapt the 2019-2020 assessment methods.

Each student will be informed individually, by his/her component, by email or on his/her Moodle account of the modalities that concern him/her. Contact details will be provided in case of any queries or special situations to be reported. This will begin on Monday, May 4th and as information becomes available.

A minimum period of 15 days for the preparation of their tests will be respected for the sending of this information.
 

Is it possible to deviate from the Knowledge Control Procedures for training courses that provide for the drawing of lots for the subjects to be examined? Have certain subjects not been fully covered?

The components presented the guidelines for the organization of distance examinations at the CFVU on 30 April.

The program instructions for the examination topics cover both the TDs and the lectures. It is therefore possible to include concepts seen up to 13 March.
 

Application

I am applying for a training course and I need a copy of my diplomas to compile my file, how can I obtain them?

Due to the closure of the institution, the withdrawal and sending of diplomas is interrupted.
 
During this period of confinement, it is exceptionally possible to receive by e-mail your certificate of successful completion of the exams, which has the same value as a diploma.
 
To obtain it, please contact your school, its contact details are available on the training file of the diploma concerned, in the "Contacts" tab (paragraph "Administrative contacts")
 
 

Alternating

Employment contract: Is my work-study contract (apprenticeship contract and professionalization contract) compromised?

No, a work-study student is an employee of the company, and therefore benefits from the same provisions as other employees: teleworking, partial activity, sick leave, childcare leave, etc. Contact your company tutor or your apprenticeship supervisor and/or the HR department to find out how your company is organised.

Employment contract: What should I do if my company becomes partially active?

The partial activity scheme may be requested by companies in exceptional circumstances. As an employee, you can be placed in partial activity by your company. Your contract will be suspended during this period but you will continue to be paid. You are obliged to continue the educational activity according to the established schedule.

Employment contract: What are the consequences of the absence of the apprentice master or company tutor?

It is possible that the apprentice cannot be accompanied by his/her apprentice master or company tutor. In this case, supervision may be provided temporarily by another employee of the company.
 

Pedagogical continuity: How can the continuity of the courses be organized for the alternates?

A new work-study calendar specific to each course has been redesigned following the closure of the universities since 16 March, for an as yet undetermined duration.

On the other hand, course continuity will be ensured by using different learning methods: virtual classrooms, paper support deposited online (PPT, Word...), forum for questions...  

Please note that eachtraining manager must present the modalities chosen for each course.

Pedagogical continuity: What should I do if my business goes into partial operation?

The partial activity scheme may be requested by companies in exceptional circumstances. As an employee, you can be placed in partial activity by your company. Your contract will be suspended during this period but you will continue to be paid. You are obliged to continue the educational activity according to the established schedule.

Pedagogical continuity: Will my training schedule change again?

Depending on the evolution of the health crisis, the calendar may be modified and adapted. Periods of courses can be recovered from other periods initially planned in the company and vice versa.

Pedagogical continuity: How to obtain the courses organized by distance learning?

You must contact the training manager or your pedagogical tutor, who will guide you on the platform deployed in order to extend your courses during the semester.

training follow-up: How do I follow the courses when I return to the company?

When the pedagogical continuity has been set up, you will be informed by e-mail. 2 possible cases:

  1. You follow the courses from home on the dates fixed by the calendar given by the university and this corresponds to university distance learning time and not to working time.
  2. You follow the courses in a company because your activity on site is maintained and because the company has the possibility to put the adequate equipment at your disposal.
In both cases, the course periods are those indicated on the revised work-study calendar.

training follow-up: What happens with the exams?

All examinations for all training courses are postponed.

The university makes every effort to inform learners and teachers at least 15 days in advance of any new date, as well as the detailed timetable and precise modalities of the tests (oral or written in particular).

The postponement date may be adjusted if the situation requires it.

training follow-up: Will the examinations cover the teachings offered during the containment period?

When the theoretical teachings were completed, or were completed at the time of the installation of the containment, all the teachings are on the exam program.
When the theoretical courses were not finished, the pedagogical continuity is ensured under the responsibility of the diploma directors and the tutoring of the alternates allows to check their access to the courses; all the courses are therefore on the examination program.

Training follow-up: Are the continuous assessment tests maintained or are they postponed like the final exams?

Continuous assessment tests are maintained. They can be adapted to your situation.

training follow-up: What happens if I can't log in and follow the distance learning courses that will be offered?

You must get closer to your pedagogical tutor, whose role is essential.
 

Studies and Internships Abroad

I'm back in France, what should I do?

I have managed to go back to France: how do I get home from the airport or train station?

The lockdown has been finished since May 11 in France. You can use public transportation or ask friends or family to pick you up.

I wish to return to France: I am stranded abroad and I can't contact the Embassy.

You must report your situation to your Mobility Coordinator at the International Office of UT1/ Toulouse Capitole University, and register on ARIANE : https://pastel.diplomatie.gouv.fr/fildariane/dyn/public/login.html

I would like to return to France: does the university provide for repatriation of exchange students?

No, the university does not provide for this, it is up to you to contact the French consulate of the country in which you reside.

I wish to return to France: Once back in France, will we be able to return to the country at the end of the lockdown to complete the exchange year?

Yes, if the host university requires your presence for exams and international travel is permitted. If Distance Learning Examinations are offered, inform your Academic Advisor.

I would like to return to France: How can I obtain a certificate of interruption or cancellation of mobility?

You should ask your Mobility Manager at your host university for it.

I want to go back to France: What will happen if I go back but my exams take place physically at the host university?

You should check beforehand with the Mobility Coordinator from your host University.

I want to go back to France: What will happen if I go back but my exams are finally organised at the host university?

For this exceptional situation, we will be flexible for eventual/potential modifications: contact pedagogical advisor/your Academic Advisor and your Mobility Coordinator at Toulouse Capitole University.

I wish to return to France: Will I be penalized if my host university does not put in place measures allowing me to take all my exams?

No, you will not be penalized but it is your responsibility to inform your Academic Advisor as soon as possible.

I wish to return to France: My exams will take place later than planned, will I be penalized for Master 1 applications?

It is your responsability to consult the 'application' section of the Master 1 websites that interest you and the procedures put in place by the institutions in which you are applying. The Committees of the Toulouse Capitole University take the situation into account when examining applications.

I wish to return to France: When will the validation of my results take place?

The validation of the results by the commissions can take place when the university reopens. If the university is closed for a longer period of time, commissions will be organized remotely by the the International Office. 

I wish to return to France: How can I obtain the end-of-stay certificate signed by the host university?

If it is not possible to return to the host university, you can send the end-of-stay certificate by e-mail to the International Office of your host university.

I wish to return to France: What date should appear on my certificate of departure if I am taking online courses?

The date must correspond to the last day of your exams (distant or physical).

I wish to stay abroad: If the situation in my host country is less serious than in France, is it compulsory to return to France or to my country of origin?

I wish to stay abroad: What impact will this have on my studies?

You should first check with your host university to find out about the exam modalities, and then contact your Academic Advisor and your Mobility Coordinator at the International Office. All ECTS validated abroad, either face-to-face or distance learning, will be recognized by Toulouse Capitole University.

I had to cancel my stay abroad: I have cancelled my study or internship mobility, what should I do?

You should inform your Mobility Coordinators at your home and host universities.

I had to cancel my stay abroad: I got the opportunity to do my internship remotely: what should I do?

You must provide the relevant department of Toulouse Capitole University with proof of remote working and the postal address from which you are working.

I'm on a break abroad, what are the university's recommendations?

It is strongly recommended to all French students abroad to register on the ARIANE application in order to receive from the consular services all information useful to French citizens temporarily travelling abroad (flight schedules, emergency text messages...); all information on this procedure is available on the website of the Ministry of Europe and Foreign Affairs.

If you wish to return to France but encounter difficulties and in particular, especially if you are unable to obtain a commercial flight to do so, contact the French consular services in the country where you are staying as soon as possible.

Also inform your contact persons from your wish to return to France, specifying the nature of your difficulties and the details about your situation.

Mobility grants: How much can I expect to receive depending on my situation?

  • Scholarships from the Region:
    • If you have interrupted your stay, you keep the amount already received.
    • If the period abroad is longer in number of weeks than the amount already received, you will receive a pro rata balance.
    • If the amount already received covers the entire period spent abroad, the balance will not be paid.
    • If your mobility has been cancelled, and you have received the 60% advance and incurred expenses that will not be reimbursed, you will keep the amount already received you, provided you produce supporting evidence.
    • If you are a scholarship beneficiary, please send an email (with supporting evidence in attachment) to the Region. If you are not a scholarship beneficiary, please send an email (with supporting evidence in attachment) to the International Office. 
  • AMI scholarships: If you have interrupted your stay, you can keep the amount already received. If the amount received covers the entire period spent abroad, the balance will not be paid. If the period spent abroad is greater in number of weeks than the amount of the advance received, please contact the International Office.

Mobility grants: I am doing my internship remotely: can I still receive my mobility grants?

  • If you work from abroad, you will receive all the mobility aids (Region, AMI and Erasmus).
  • If you are working from France: you will not receive mobility grants (Region and/or AMI) since you are not considered to be on mobility. For Erasmus grants, we are waiting for more information from the Erasmus Agency.

Mobility Grants: I have incurred costs before my study visit or internship was cancelled. Can I expect financial support?

The university has set up a compensation scheme for students involved in a mobility project who may have suffered financial loss either because of an early return or because of the cancellation of reservations (travel, accommodation, etc.). Please keep all proofs of reimbursement from airlines or accommodation providers who refused to reimburse you.

Financial aid: my mobility was interrupted, I had incurred costs, to what extent can I get compensation?

A compensation fund has been set up by the university. You can complete the claim form (restricted link with your academic credentials).
 
It allows students who have cancelled or shortened a mobility abroad (studies or internship during the year 2019-2020) due to the health crisis linked to Covid19 , to obtain aid to compensate for part of the additional costs incurred. The areas for which students may be eligible for this aid are: accommodation, transport and visa fees.
 
A flat rate will be applied for Bachelor, Master and Doctorate students.
 
Please note: Non-recipients of Erasmus+ grants are not eligible.
 
 

Mobility in 2020-21

I have been selected for a study mobility in 2020-21: What steps should I take?

A presentation of the main information is available on the ENT (course entitled 'International Mobility / Outgoing students): contact the host university, do your final choice of courses in connection with Toulouse Capitole University Academic Advisor, financial aid manager, etc.

I am selected for a studying mobility in 2020-21: Can the selection be cancelled? When will I know if I can leave?

Due to the health crisis we are going through, any mobility (studies or internships) in the non-Schengen area during the 1st semester of the year 2020-21 is today very uncertain. Therefore, we invite you to be patient before incurring any expenses related to your future stay. We are currently waiting for clear instructions from the Ministry of Higher Education, Research and Innovation on this matter. As soon as we receive the official information, we will send it to you by email and indicate it in the FAQ of Toulouse Capitole University.
 

Mobility in the Schengen zone during the first half of the year 2020-21 seems more feasible, even if the positions of European countries may change depending on the health situation, especially on the issue of travel within Europe.

For the students who have to carry out a compulsory mobility, we have contacted the different partner universities in order to identify possible alternatives.

I am selected for a studying mobility in 2020-21: Will I have time to do the visa application procedure?

This will depend on the evolution of the health situation.

I am selected for a studying mobility in 2020-21: Do I have to leave if I sign the UT1 commitment letter ? (Covid-19 risk zone)

This document indicates your commitment to study at one of Toulouse Capitole University ‘s partner universities. If the health crisis persists at the time of your departure, you will no longer have to leave.
 

Courses

Are videoconference courses offered to students?

Distance courses in videoconferencing, course materials, exercises can be offered to progress in the program and achieve the educational objectives announced in the syllabus in connection with the prerequisites in the training courses offered in the continuation of study at UT Capitol. However, the final exam will not be able to cover courses taught after March 13.
 
 

Regular Testing

How will the Continuous Control Score be calculated for the TDs?

A coordination of the assignment of the CT marks, carried out by the training managers under the aegis of the component directors, will be organised to take into account the material conditions of the tests taken into account in the continuous assessment.
In any case, the juries will be sovereign to harmonize and adjust the decisions according to each case.

For courses that included a copy delivery, can students who were not able to do so before March 13 still do so?

Each pedagogical manager will be able to contact the students concerned if he or she considers it necessary, so that they can do a homework assignment on a part of the course dealt with before 13 March. They will have the possibility to send it by e-mail during the confinement period, or to return it when the course is back to normal. These arrangements ensure that students are treated fairly in terms of their ability to log in.
In any case, the juries will be sovereign to harmonize and adjust the decisions according to each case.

Can we get new TD pads with new exercises?

You may be given new exercises to maintain your progress. These scores will not be taken into account in the continuous assessment, either as an average or as a bonus.

What will happen to students who have provided proof of absence for courses that have organised a continuous assessment exam before 13 March?

Any justified absence from a continuous assessment will be taken into account as soon as the reason is valid.
It will not be possible to organise a new mid-term on 4 May if a mid-term has already been organised before 13 March.
 

Does the postponement of national exams and competitions recently announced by the Ministry of National Education and Higher Education also apply to the UT Capitol exams?

No. This only concerns national exams and competitions.
 
All the face-to-face examinations of all the UT1 courses are postponed.
The date of postponement of the exams initially planned for UT1 after May 4th has been postponed.
 
Students will be informed, at least 15 days in advance, of the dates chosen for the exams in their course, as well as the detailed timetable of the exams and their precise modalities.
Each student will be informed individually, by their component, by email or on their Moodle account of the terms and conditions that concern them. The contact details of the student will be indicated in case of clarification or special situation to be reported. This will begin on Monday, May 4th and as information becomes available. 
 
A minimum period of 15 days for the preparation of their tests will be respected for the sending of this information.
 

Is there a bonus for a student who participates in the online courses?

No, for reasons of fairness, since participation is based on the possibility of logging in, it is not possible to award a bonus for this reason.
 

INTERNSHIPS


► In view of the exceptional circumstances, priority will be given tothe administrative processing of compulsory traineeships.

I have a compulsory internship to complete to validate my final diploma. I haven't been able to do it yet. Will I be able to extend it beyond October 31? What criteria do I have to meet? 

  • To be able to benefit from an extension of the internship beyond October 31, I must be enrolled in a Master 2 or a professional degree with a compulsory internship. I must also have the agreement and validation of my training manager.
  •  I am not concerned if I have already completed an internship allowing me to validate my training,
Only internship agreements signed by the end of July at the latest will be eligible for extension beyond 31 October. These must not go beyond 31/12/2020 (deadline for students to be covered by social security in relation to their registration at the University). The duration of the internship may in no case exceed 6 months.
 

My internship agreement has been validated by the university. The host structure will only maintain my internship if I can work from home. Can I do this internship?

Yes, in order to respect the containment measures, the university validates this internship modality.

My internship must take place abroad. As I can no longer travel, the host organisation offers me teleworking. Can I set up this modality for an internship initially planned abroad?

If the company offers it, telework can be set up from your place of residence in France or in the EU area.

What are the administrative arrangements I have to comply with if I telework as part of my traineeship?

The host organisation will send me in writing the telework modality to which I have to give my agreement. It will not be necessary to make an amendment to the traineeship agreement if it is a simple modification of a working modality. However, we would draw your attention to the fact that teleworking implies that you must remain at the disposal of the structure and comply with the provisions of the initial traineeship agreement. You must remain available for your host structure and respect the schedules defined by it.

I applied for an internship agreement but it was not validated due to closure. I am able to send the supporting documents and the agreement signed by the host structure. Can I do this internship?

Votre convention pourra être validée dans la mesure ou Your agreement can be validated if the host structure offers you teleworking or an arrangement that respects the rules of social distancing.

The Ministry of Higher Education reminds companies of their responsibility to rethink their organisations in order to:
 

  • Limit meetings to what is strictly necessary,
  • Limit employee groupings in small spaces,
  • Cancel or postpone unnecessary trips,
  • Adapt work organization, particularly through team rotation.

During the internship, if these conditions are not met, if you feel insecure, you can exercise your right to withdraw.

If the traineeship is postponed to an unscheduled date, you must immediately keep the supporting documents (social security certificate, certificate of civil liability insurance, etc.) and not pass them on for the time being.  

When the starting date of the traineeship is fixed with the host organisation, you must send your agreement by e-mail to the Traineeships Office. The agreement will have to be signed by you and by the host structure.

If your internship is compulsory, it will be necessary to ask for a simple agreement from your pedagogical manager by e-mail (and not the signature of the agreement) and to send a copy to the internship office.(stages@ut-capitole.fr). (Important: TSE students will have to follow the TSE careers procedures).

Your agreement will be returned to you signed by the university in return.

My internship agreement has been validated and I have started or should have started my internship. Following the confinement measures, the host structure asks me to postpone the dates of my internship. Can I get a amendment from the university?

Amendments can only be processed by the internship office by e-mail when the host organisation is able to confirm new dates and the procedures for updating your internship.

My internship agreement has been validated and I have started or should have started my internship. Following the containment measures, the host structure cancels my internship. Can I get a signed endorsement from the university?

It will not be necessary to make an endorsement. The host organization will send you by email this cancellation which you will keep.

I just found an internship, can I get a validation from the university to start it?

  • If your internship is to start during the university's closed period:
Your agreement can be validated as long as the host structure offers you telework or an arrangement that respects the instructions of social distancing.
  • The Ministry of Higher Education reminds companies of their responsibility to rethink their organisations in order to :
  • Limit meetings to what is strictly necessary,
  • Limit employee groupings in small spaces,
  • Cancel or postpone unnecessary trips,
  • Adapt work organization, particularly through team rotation.

During the internship, if these conditions are not met, if you feel insecure, you can exercise your right to withdraw.

DDuring this traineeship, for the administrative procedure, you will be required to prepare supporting documents (social security certificate, civil liability insurance certificate, etc.) without forwarding them for the time being. You must send your agreement by e-mail to the Traineeships Office. The agreement must have been signed (if necessary electronically, by default a confirmation e-mail will suffice for subsequent regularisation) by yourself and by the host organisation.

If your internship is compulsory, it will be necessary to ask for a simple agreement from your pedagogical manager by e-mail (and not the signature of the agreement) and to send a copy to the internship office.(stages@ut-capitole.fr).   • If your internship is to start after the university reopens
Your internship agreement will be processed at the time the institution reopens with the usual procedure.

As a result of the measures taken by the host structure in which I am doing my internship, the initial duration of my internship will be shortened. Will I be penalized in the validation of my year and in obtaining my diploma?

No.
  • Either it will be possible to resume or start your internship for a period of at least 2 months.
  • Or, failing this, you will be offered to write an applied thesis to be submitted at the beginning of the school year to replace your internship report.

The structure in which I have to do my internship asks me if the university suspends all current internships?

In agreement with the host structure, the student can continue his internship if the structure proposes teleworking or if it implements an arrangement to respect social distancing.

My internship was cancelled or interrupted. Can I receive financial assistance? How do I apply?

A compensation fund for cancelled or interrupted internships has been set up by the University. It concerns compulsory internships of more than two months whose agreement has been validated by the institution.
  • If my internship has been postponed or replaced in its entirety I am not eligible for this aid.
  • If I am eligible for this aid, I must complete an online form (accessible via intranet and after identification) no later than 22 June 2020. To do this, I must provide proof of the cancellation or interruption of my traineeship. This document must specify the number of months of internship "lost".
In addition, an exceptional aid of 200 euros has also been set up by the Ministry which can be cumulated with the compensation fund: Covid-19 Exceptional aid to students.

I want to stay in France: what support measures has UT1 put in place?

UT1's International Relations Department/the International Office and your Mobility coordinator at the International Office, TSM, TSE, or at the IUT in Rodez, remain at your disposal to accompany you. Please note that due to the closing of the university, this accompaniment is only done by e-mail or telephone from May 11, 2020. I wish to stay in France: my residence permit has expired or is about to expire, am I in an irregular situation?

In view of the health context, the period of validity of residence permits held by foreign nationals will exceptionally be extended to 3 months. This measure is made possible by the article 16 of the Emergency Law published in the Official Gazette on March 24, 2020 dealing with the Covid-19 epidemic.

This measure concerns permits that expire between March 16, 2020 and May 15, 2020 (within a limit of 180 days).

It's about:

  • long-stay visas
  • residence permits
  • temporary residence permits
  • application receipts for applications for residence permits
  • asylum application certificates.

As the reception of applicants for residence permits in Prefectures is suspended until further notice, this extension is automatic.

When the Prefectures' counters reopen, applicants will be able to obtain more information on how to regularise applications and renew receipts.

I wish to stay in France: How can I continue my studies when the university is closed?

Distance courses in videoconference, course materials, or exercises can be proposed to help you progress in the program and achieve the pedagogical objectives announced in the syllabuses. However, the contents of the final exams will not be about the courses taught after March 13, 2020.

I wish to stay in France: Will the exams be organized? Will I be able to validate my mobility at UT1?

If you took courses during the 2nd semester you have been informed about the exam procedures. We would like to specify that the Faculty of Law and Political Science will propose remote oral exams (via videoconferences or phone calls).
You will be able to get the credits for the courses taken. We will then send you your transcript of records in July.

I do not wish to continue my stay: Who should I contact if I decide to interrupt my international mobility?

You must inform:
  • Your home university: the administration and your academic supervisor
  • The International Office of Toulouse Capitole University: welcome-ut1@ut-capitole.fr will inform you of the steps to be taken before your departure.
  • Your Academic Advisor at Toulouse Capitole University who will explain to you the modalities/procedures implemented to ensure the pedagogical continuity of your course programme and the possible organisation of distance learning exams.

I do not wish to continue my stay: What are the administrative formalities to be completed before your departure?

There are no particular formalities to be carried out apart from the information to be given to your Mobility Coordinator who will be able to accompany you remotely.

I do not wish to continue my stay: my home university is asking me for a certificate of departure but the offices are closed: what should I do?

I do not wish to continue my stay: What do I have to do to leave my university accommodation at CROUS?

You must absolutely inform the staff of your university residence of your departure: an exit inventory will have to be carried out. You must leave your room in good condition and clean. The conditions for reimbursement of rent paid in advance (semester flat rate) will be decided by the CROUS. You must contact the secretariat of your university residence.

I do not wish to continue my stay: Can I interrupt my mobility without taking the exams for the second semester of UT1?

If your home university allows you to interrupt your mobility, you must inform the International Office, which will be able to send you your transcript of records for the first semester. Mail: welcome-ut1@ut-capitole.fr

I do not wish to continue my stay: Will I be able to validate my mobility at UT1? Will the exams be organised?

If you took courses during the 2nd semester you have been informed about the exam procedures. We would like to specify that the Faculty of Law and Political Science will propose remote oral exams (via videoconferences or phone calls).
You will be able to get the credits for the courses taken. We will then send you your transcript of records in July.

What are the food aid arrangements?

The CROUS, sets up "e-vouchers for basic necessities" in partnership with the Carrefour brand, for the purchase of foodstuffs and basic necessities:

UT1 adapts the modalities of its usual emergency food aid and creates a system of one-off assistance following the assessment of the social worker for the purchase of food and basic necessities for students in difficulty.

Computer assignment

The Occitania Region has put 159 computers at the disposal of UT Capitol to allocate them to students in great difficulty. The request for allocation goes through the components or through the student associations: it is evaluated by the student life office in relation with the social worker.

Does the student medicine service (SIMPPS) provide service during containment?

During containment, the student medicine service (SIMPPS) provides an adapted medical service, in particular it offers :
  • a face-to-face medical reception (for pathologies other than Covid19)
  • weekly remote psychological support by telephone (support in English once a week)
