Open Science at UT Capitole
UT Capitole is firmly committed to open science
Open science aims to make scientific research accessible to all, without financial, technical or legal barriers. It is based on the principle that the results of research, which is largely funded by public money, should be freely available for consultation, use and sharing. It is now well regulated at national level, notably through the Law on the Digital Republic and the two national plans for open science.
At the Toulouse Capitole University, open science is a key driver for raising the profile of research and fostering collaboration between researchers, institutions and the public. It forms part of an international movement aimed at accelerating the flow of knowledge and stimulating innovation.
The open science approach encourages, in particular:
- open access to scientific publications;
- the sharing and exploitation of research data;
- transparency in scientific methods;
- the use of collaborative tools and practices.
The university supports its researchers and students through this transition by providing them with appropriate resources, training and facilities. In this way, it promotes research that is more open, collaborative and responsible.
A committee and a charter dedicated to open science
An Open Science Committee, comprising members from the components and component institutions of the Toulouse Capitole University, is responsible for promoting open science within the university, making proposals on open science policy and strategy, and translating these into actions to encourage the sharing and open-access publication of research outputs.

The committee is co-chaired by Victor Gay (TSE) and Michel Fraysse (Libraries Department).
An Open Science Charter was drafted by the university’s Open Science Committee and adopted in December 2024 by the Board of Directors and the Research Council. Its aim is to set out our strategy on open science and to define the measures to be implemented to promote a more open approach to science within our institution, based on four key areas:

- to make open access to publications the norm,
- to support and promote open access publishing,
- to encourage the sound management and openness of research data,
- to raise awareness of and provide guidance on open science practices.
Toulouse Capitole Publications, the university’s institutional open archive
It contains all types of publications: articles, books, book chapters, conference papers, working papers, preprints, theses, case law notes, etc. It serves as the university’s official repository for digital theses.
